What the primary record establishes

EIP-7623 sets a transaction gas floor tied to calldata. A zero byte contributes one token and a nonzero byte four. The floor charges 10 gas per token on top of 21,000 and is compared with the ordinary calculation. Ethereum EIP-7623 ↗

What the distinction changes

For a simple call with 100 nonzero bytes, 400 tokens add 4,000 gas to the floor, giving 25,000. If the regular calculation gives 24,000, the floor applies. A regular calculation of 30,000 remains the larger value.

What to check before drawing a conclusion

A gas limit below the floor is invalid. Estimate with the actual bytes on the intended network, since two payloads of the same length can have different costs. The gas quantity is separate from the ETH price paid per gas unit.
