The general statement requirement considers positions, money balances and account activity. A customer population built only from executed trades can omit relevant accounts.

What the primary record establishes

Rule 2231 generally requires account statements at least each calendar quarter for accounts with securities, money or activity since the previous statement. FINRA Rule 2231 — Customer Account Statements ↗

It contains a conditional DVP/RVP exception. A label such as inactive is not itself one of those conditions. FINRA Rule 2231 — Customer Account Statements ↗

What the distinction changes

WFN example: an account can retain a cash balance throughout a quarter without placing an order. A report selecting only customers with new trades would fail to capture that distinct account state.

For an operational check, reconcile the delivery population with positions, balances and activity records. Each input answers a different part of the selection question, so a single transaction table may be insufficient.

What to check before drawing a conclusion

Preserve the population snapshot and document any exception against the actual conditions. This allows a later reviewer to explain why an account was included or excluded without relying on an informal account tag.

Read the complete rule for required content and applicability. A statement is also not an execution confirmation for a particular order; this article addresses the periodic delivery population and does not determine the resolution of any discrepancy.
