A broker’s document workflow should distinguish the first individual disclosure from its later annual delivery, rather than reusing one unchecked layout.

What the primary record establishes

Rule 2264 requires covered non-institutional customers’ opening margin disclosure on a separate document or page. Annual disclosure may be included with other account documentation. FINRA Rule 2264 — Margin Disclosure Statement ↗

Paper and electronic delivery are permitted, subject to the rule’s conditions. The opening and annual obligations should be identified separately. FINRA Rule 2264 — Margin Disclosure Statement ↗

What the distinction changes

WFN interpretation: using the same text does not establish that two delivery workflows satisfy the same presentation requirement. A document’s position and the circumstances of delivery are part of the evidence.

For onboarding, preserve the actual page or file shown to the customer and the version used. For the annual process, identify the covered account population and the material delivered to it.

What to check before drawing a conclusion

A shared template library can still support different layouts. Recording the disclosure type alongside the content version makes it easier to detect an annual layout accidentally used in the opening process.

The complete rule contains the prescribed risk statements and further conditions. This article isolates document handling for an existing FINRA requirement; it does not calculate a customer’s borrowing capacity or decide whether a particular leveraged trade is appropriate.
